Start on your base and open the Upgrade menu
Spawn rate is controlled from one place. On your island the green UPGRADE button sits in the top bar next to the red Locked shield timer — the video taps it to open the panel that governs how many nukes appear. Your nukes are already ticking cash on their pads while you do this.

Read the three upgrade rows: Spawn Tier, Max Spawn, Lock Base
The Upgrade panel lists exactly three rows — Spawn Tier, Max Spawn and Lock Base — each with a level, a bracketed value and a cash price. In the video's example they read Spawn Tier Level 10 (512) for $54.65M, Max Spawn Level 15 (19) for $18.74M and Lock Base Level 12 (06:30) for $8.69M. Max Spawn's bracketed number is how many nukes can be on your base at once.

Higher Spawn Tier spawns more valuable nukes
Spawn Tier sets the tier of the nukes that appear — in the video it climbs from Level 10 (512) to Level 11 (1024). The base here shows a mix of blue and darker green higher-tier missiles, so raising Spawn Tier changes what spawns, not just how much.

What each upgrade actually changes
Spawn rate is two independent dials. Max Spawn sets how many nukes can exist on your pads at once (the bracketed number — 19 then 21 in the video), while Spawn Tier sets the value of each nuke that appears (512 then 1024). Lock Base does not spawn anything, but it protects the pile long enough for it to be worth something.
